Furthermore I am bound to record, from my own experience of the past few months, what has convinced me that we are much indebted to Her Majesty's Consul at Canton for the earnest and successful representations he has addressed to the Viceroy, and which have contributed so much to the present cessation of complaints about the so-called blockade of Hongkong.

It is possible that in making those representations, Sir Brooke Robertson may have felt his hands strengthened by the resolution I arrived at some months ago to the effect that, whilst
